Winds of Change is a minor character of Rocko's Modern Life: Static Cling. He is a wind in charge of making changes in people when they need it.
Background[]
When Ed did not accept that his son, Ralph Bighead, had become Rachel Bighead and Rocko refused to be in the modern era and not in the 90s, the Winds of Change appeared and began to blow them to stick to the change.
After finishing The Fatheads special, Rocko got angry because the show's main family now had a son and were no longer the same as before, the Winds of Change began to blow and he was going to tell him that he had to accept the changes, but Ed takes care of that and in the end, Rocko accepted the changes.
