Wally H. Barker is a shady "ambulance chaser" of an attorney who has a reputation for winning his clients lots of money "for no good reason." In "Fly Burgers," Barker represents Flecko during his fallacious lawsuit against Rocko. He is voiced by Tom Kenny, though he is only credited as "Attorney."

- For unknown reasons, Wally H. Barker has a bandage on the back of his head. This is most likely a reference to a similarly corrupt character, Marsellus Wallace from the film Pulp Fiction, who also wears a bandage on the back of his head for unknown purposes.
- Closed captioning mistakenly calls him "Wally H. Parker" throughout the episode.
