The nudists are a squad of naked adults that Heffer invited to Rocko's house and were later invited by Bev Bighead in "Bedfellows".
Background[]
Heffer invites the nudists to the backyard of Rocko's house while he is at work. When Rocko arrives, he finds clothes strewn around the house, deciding to go investigate the backyard, however, he is not allowed to enter because he is not naked, forcing him to take off his clothes to enter, only to find it full of nudists, all while Ed and Bev Bighead watch from their house. Rocko forces all the nudists out of his house and angrily berates Heffer for taking advantage of his hospitality, only to moments later be driven home by his father, George Wolfe, leaving still naked.
That night, Rocko and Spunky are awakened in the middle of the night by noises, after which Rocko looks out his window to find Bev Bighead partying with the nudists, much to the displeasure of both him and Ed Bighead, who is told by Bev to take off his clothes and join the party.

When Rocko discovers the party in his backyard, we pan across the crowd - at first, seeing typical devices like characters partially hidden behind tables and bushes and other props. A shapely female character comes into view, but just as she turns to face the camera her breasts and groin are blocked by arrows striking a target in front of her. Finally, a sunbathing moose with nothing around to block our view rolls to face the camera and is quickly shielded when a Buick drops from the sky. This all takes place in just a few seconds. There's a lot to be said about leaving something to the audience's imagination.
